Low-Income Assistance Program

Texas Water Utilities' Water Assist low-income assistance program is designed to help qualifying customers pay their monthly water utility bills. Qualifying customers will receive a $20 credit for water and/or a $20 credit for wastewater each month of their enrollment. To continue receiving credit(s), customers must continue to pay their bill and remain current while enrolled.

To qualify for Water Assist, you must be a Texas Water Utilities customer and your household's gross monthly income must be at or below the following amounts, defined by household size. (150% of the current Poverty Level Household Income).

* Please note that the Elderly Assist Rates found in Texas Water Utilities’ tariffs are administered via the Water Assist program.
